Decide what you want to blog about
Get a website, with your blogging subject in the title. If you want to do it for free open a free Blog on blogger.com just like this one.
Start making posts... Just like that.
Link to your blog from everywhere you can, including in your forum and email signatures. You need to contribute for a few months to any forum before you start posting forum links or you will end up being deleted as a spammer. It takes time to promote your blog properly and to grow your readership.
If it is going to take time, though, the sooner you make a start on your work from home blog, the better
If what you are saying attracts people then you can move on to Stage 2
